How the data are built
The Index measures governance along three dimensions — Democratic Accountability, State Capacity, and Public Goods Provision — each composed of subdimensions that aggregate individual indicators. We select only indicators that are regularly updated and available over long periods of time, and we aggregate subindices and indices using Bayesian latent variable models.
The framework builds on prior work, including the approach of the Varieties of Democracy (V-Dem) Project, which disaggregates democracy into multiple core principles rather than treating it as a single outcome. Our dataset covers 145 countries over the 2000–2023 period and is updated with each edition of the Index.
